Countries Where Issued

For goods to be shipped to countries with which we have trade agreements, other than those countries where A.TR, EUR.1, and FORM A are issued based on special agreements, a Certificate of Origin is mandatory as per these agreements. Additionally, although A.TR and EUR.1 Certificates are themselves special proof of origin documents, importers may also request a Certificate of Origin alongside these certificates.

Procedures to be Carried Out by Chambers of Commerce and Industry

The certificates filled out and signed by exporters or their legally authorized representatives, along with a stamped and signed photocopy of the Turkish invoice and a petition, are submitted to the Chambers.

• The Chambers check whether the certificates are filled out in accordance with the rules and, after examining other export-related documents, confirm that the goods listed in the document are of Turkish origin or deemed to be so under the relevant legislation, and then complete the necessary procedures.
• For certificates with corrections and additions, these are endorsed by the Chamber.
• After the certification process is completed, one of the white copies of the certificate, along with the invoice photocopy and the petition, is retained by the Chamber, while the other copies are returned to the exporter.
